FOREIGN DIRECT INVESTMENT Flows of investment into and out of OECD countries hit another record last year. Inward investment into OECD countries rose by 71%, to $465 billion in 1998; outflows were up by 42%, to $566 billion. America had the biggest net inflows ($69.4 billion), Britain the largest net outflows ($51.4 billion). As a share of GDP, Finland had both the biggest outflows (15.7%) and the biggest inflows (8.8%).
