FROM one week to the next, Bill Clinton's favoured theme for his second term has regularly changed. Education, a balanced budget, family values, have all been pursued with passing but equal enthusiasm. On June 14th, however, at the University of California at San Diego, he will speak on the issue that he is really, truly said to want as the central point of his second-term achievement: race.
