Whether we like it or not, there is no question that the rules-based international order is being irreversibly transformed. The purposes and principles of the charter of the United Nations have been forcefully torn apart by Russia, despite its status as a permanent member of the UN Security Council. With its invasion of Ukraine and its actions elsewhere, Russia is attempting to rearrange the international system in a way that benefits only aggressors.
