THERE IS NO greater indicator of a meme’s success than it being shared by Elon Musk on X, the social-media platform he owns. On August 6th, in the midst of anti-migrant riots in Britain, he tweeted the hashtag “#twotierkeir”, a nickname used in right-wing circles to suggest that Sir Keir Starmer, Britain’s prime minister, presides over a system of “two-tier” policing. What does that mean—and why is the idea spreading?
